For troubleshooting, does this happen after rebooting the operating system and before running Firefox? If so, this implies Firefox is loading a quick starter (as seen in many other programs including Winapp, OpenOffice.org, and Java).
FireFox 13 no longer removes the parent.lock file on close.
If you Delete the parent.lock folder in AppData\Roaming\Mozilla\Firefox\Profiles\"custom id" .default\
then run bleachbit it should work without that error saying firefox is running
I don't there is a way to stop it. I hope Firefox changes it back to deleting itself on close. personally I've been getting a lot of "Firefox is already running" messages because of it
I don't know why Firefox 13 made this change. In any case, I am thinking to soon release another BleachBit which ignores the file.
This does not affect Linux. On Windows, one option is creating a batch file that deletes the lock and starts BleachBit. Another option is creating a CleanerML file (a customer cleaner) which deletes the parent.lock file.

This works but parent.lock regenerates itself every time Firefox is loaded. Is there a way to stop this?

I have resigned myself to deleting it every time I want to run BleachBit.
Not ideal but at least it is a solution.
